Deficiencies or contradictions in the procedures established by legislation for adopting basic requirements for environmental monitoring at enterprises;
Lack of coordination and interaction between various environmental, sanitary and statistical agencies at various levels in the processing of environmental data collected and submitted by enterprises
Lack of interest of the heads of enterprises in environmental issues and their tendency to delegate authority on these issues to environmental units or individuals within the companies;
lack of the requirements established by the state bodies with regard to collection of the environmental data by the enterprises and maintenance of the corresponding databases, which would assist in making environmentally competent decisions, improvement of the quality of reporting, and simplification of public access to the information on environmental monitoring in the enterprises;
Lack of trust between the state bodies and the industrial enterprises.
